Peter,

Take a good look at 4D Business Kit. They have templates that you can 
tweak with Dreamweaver MX and can be either set up to work with a 4DBK 
hosting service (check out www.tapa.com for one great provider) or on 
your own server and has a reasonable pricing model. Don't forget to 
include the fees for setting up some type of merchant account and 
gateway service for processing credit cards (if you intend to accept 
them) in your cost calculations.
