I had a similar problem a year or two back after installing direcTV. When it was installed they connected to our phone system using Cat 1 phone cable instead of Cat 4 or 5. This caused too much degradation in the phone lines. Since you are getting connected occasionally, it certainly sounds like some kind of degredation in your phone system someplace. It also helps to use the v34 modem as opposed to the v90 - it forms a more secure handshake.
