Yes, and yes.

First, for the PDA.  For functionality and value you can't beat the 
Palm III, used at about $50.  You might try a Zire.  I use NiMH 
rechargables in the Palm-III and it works great.  I have a Keyspan USB 
serial adapter, but you can also use the PalmConnect USB adapter.  Palm 
Desktop 4 works in both 9 and X, but I haven't used it in OS 9 in ages.

If you've got a little time and want something better, look for a 
Newton 2100.  But getting it running will be a little more trialsome.

Next, for the phone.  A lot of new phones are supported in iSync 1.1.  
I have a T68i, and I have to tell you right now, the iCal/iSync/T68i is 
a terrible organizer.   Awful.  iCal's To Do list feature may as well 
not even exist, it's so pitiful.   Some folks like the T68i as a phone, 
but the buttons are too small.   You have to get the USB bluetooth 
adapter (about $50) and Bluetooth is slow as molasses.  Frankly, I wish 
I'd waited for one of the Motorola phones that are now supported via 
USB.  Go to the iSync site http://www.apple.com/isync/ and get the list 
of supported phones.  As for OS 9, forget it.

If you really need a phone that works in OS 9, actually, there is an 
option: a Kyocera Palm phone such as the 7135.  They're pricey, but 
gorgeous, and it's both a PDA and a phone.
