VPC refers to a "Virtual HD", not a real HD. The Win98 only thinks the drive
is fragmented. It is irrelevant to your OS X.
Someone else said files larger than 20MB are not defragged, and your Win98
is a lot larger than that so it will not be defragged by X. Fortunately it
doesn't matter.

There is a consensus, leave it on and asleep. Some maintenance routines run
once a week and others run once a month so it may take a while to do al its
stuff.
