A week or so back, I reported a related problem after having upgraded 
the Airport Base Satation. I found that I had to do a work-around by 
doing a soft restart of the Base Station, because AirportAdmin Utility 
and friends reported  ' not connected to any network'.

The cause of the problem was that the Base Station upgrade had caused 
the Base station to complete its start-up sequence quicker than before, 
and quicker than the cable modem (it isn't a modem is it?). I now turn 
on the cable modem (if that's what it is) 15 seconds plus before the 
Base Station - perfect.

Given that experience, it seems to me that a dodgy power connection to 
the cable modem could give otherwise unexpected problems.
