AZerty instead of QUerty?!?

Hi listers...

Came across a 280c a freind of mine owns. It has a weird keyboard I have 
never seen before. Here is a pic:

Is this a keyboard from Europe perhaps? All the letters seem to be there - 
just out of place - but also some symbols are missing..

Oop.. U know what? No dollar($) sign... this IS from England, huh?
