Help sought to reconstruct disk problem

Friend of the family has a Powerbook Duo 280c running MacOS 7.5.1 .
It has begun displaying the flashing floppy icon - which from what I
can tell
means that it is unable to locate a system folder on its hard drive.
The owner has no backup disk or recovery disk or boot disk
apparently.

What options do I, who have a Quadra 630 running MacOS 7.5.5, have to
assist
this friend ?

Is there a way I can build a boot floppy for him?
Is there a way that I can build a floppy with some disk recovery
software on it?

Pointers and useful tips greatly appreciated.
