Caps Lock Stuck on Duo 230

Running 7.6.1

Installed a replacement keyboard. Everything was fine except for a few
sluggish keys. Cleaned them, before they were all back on, machine crashed.
Caps Lock stuck on. Still stuck with keys all back on. Still stuck after
zapping PRAM, resetting power management, booting from Norton floppy,
disabling extensions. I can't replace this keyboard again. Is there a
utility that can toggle caps lock for these? I found one to disable caps
lock, but only for PowerPCs.  Thanks.
