Whether or not they're 'foreign' depends entirely on where you are - it is, 
after all, the WORLD WIDE Web, isn't it? In Portugal, France, Spain, 
Germany, Russia, Poland, Mongolia, and Turkemenistant, among others, ENGLISH 
is a FOREIGN LANGUAGE.
