It doesn't have the VRAM to do it.  It only has 512Kb of VRAM. 
640x480 is 300K pixels.  To go to thousands of colors at 640x480 you 
need 600K of VRAM.  To do 640x400 at thousands of colors you need 
just under 512Kb of VRAM so it dis do able.
