I doubt CISCO provides a binary VPN module for PPC.  However, it  
looks like this guy had the same issue and was able to resolve it  
with his powerbook:

I just did a google search on "cisco vpn linux ppc".  Yellow Dog  
Linux is a PPC-only distribution based off of Red Hat.  It is a  
commercial distro, but you can always download the CD images and use  
the software for free.  You only pay if you want tech support or  
cutting-edge releases.  Check out www.yellowdoglinux.com for info.  I  
do believe the older powerbooks are just as well if not better  
supported under Linux than x86 laptops.  I put together a bare-bones  
guide to setting up Linux on the 2400c if anyone is interested.
