reePhotoConverter for PC

I just noticed the following blurb on Version Tracker and sure would like to
know if there is such an item for PCs.

The reason for asking in my bother (who does not have a Mac) send me 1 Meg
photos and does not know how to make them smaller.  In the Mac world we
don't have this problem as there are several ways to reduce the size.

I would like a URL to PC download for something like the freePhotoConverter
