[G4] low memory

Sometimes in Panther the low memory error message is the result of a hard
drive that is too full. Or you could have some bad RAM.

I get this message sometimes in explorer it say unable to load image 
low system memory  I have 1.38 gig of ram and using panther . any 
thoughts
