I received a document that I can't open. It's ending is .RTF

Why can't Text Edit open it? Isn't that ending .rtf?????

HELP! I'm supposed to read this and get a review out TODAY!!!!!!!!!

I remember trying to solve this several weeks ago and got stalled out...
