Up Grade G4/400 Video & HD Controlled

Would the ATI Radeon 7000 be a good choice to upgrade the original Video 
card? Will it make a significant difference in performance  for the 
investment? Or  would there be a better choice. I understand some of the 
cards are not compatible with the power source.

Also upgrading Hard Drive Controller to a 133 mb/sec PCI have a 
noticeable change in speed for the cost. If so what would some 
suggestion of the list.
