The problem is a setting in Fetch.  

Fetch Preferences:  Firewall: Turnoff  "Use passive mode transfers (PASV)"

There's also a setting in Mac OSX: Network: Proxies :  Turnoff  "Use
passive mode transfers (PASV)"
