[G4] G4 will not accept OSX

I am not sure at all about this, but does your computer need a firmware upgrade first before accepting Panther or Tiger?  Check at apple.com.

I installed a Mercury (Extreme?) 1.4 GHz from OWC (MacSales.com).  The first one proved defective, so they exchanged it, and the second one has been running just fine.  Also, might I suggest that you max out your installed RAM (memory)?
