Is your 10.3 copy a retail set, a restore set for another Mac, an 
install set for another Mac?  What is the fine print on the CDs?  What 
color are the CDs?

How are you starting up the machine?  What OS is on it now?  Is 
everything on the machine OK?

How much free space is on the HD?
