[G4] G4 MAc wont startup

Sorry, should've been more specific,
 
A Hard Drive is present, 40 gig maxtor one (as claimed by the ebay seller).  Obviosuly no way to verify wether or not it actually works and has an os insalled.
 
Only 1 stick of ram present, unable to verify if it is indeed 256meg so obviously for all i know it could be as low as 32meg...which i suppose COULD be the issue...
 
With this issue would it be possible to buy a formatted hard drive (internal and mac compatible obviously), and an os 9.1 install disk and just start fresh?
 
P.s. Obviously a graphics card is present, a dated  ATI if i'm not mistaken.
