[G4] FW: Daylight Saving Time change Hosed

I'm running 10.3.8.

I'm still back on the old time as of 12:40 EST.

In System Prefs / Date & Time, if I turn off automatic, then
turn it back on, it updates the time to the incorrect value.

 From which I deduce that the problem is NOT with time.apple.com,
but rather with how the value is adjusted by the local software.

The upshot of which is that
  10.3 - you must update to 10.3.9 to be able to update
       for the correct time handling
  10.4 - update to at least 10.4.5 for US/Canada timing
       and to 10.4.8 for all regions

So there you have it...
