Good answer Brian, my question was going to be, "Have you ever walked 
on a rug then touched someone and have a spark jump between you and 
"Your Friend?" Who is grounded, you or your friend.

Then function of grounding when working on electronic equipment is to 
equalize the static charge between you and the piece of equipment.

In a factory environment everyone that is working on electronic 
equipment that is susceptible to electrical damage wears' a ground 
strap that insures that the individual does not build up a static 
charge. Usually very sensitive equipment is place on a work to that is 
connected to a static discharge mat, insuring the everything is a the 
same static potential.

Having said that, all static mats in a factory are tied together and 
then taken to an earth ground that is tested at a regular interval.
