Use shareware Pacifist from:
http://www.charlessoft.com/

I've used it to retrieve older software from an install disk when I  
had already upgraded to Leopard.

Or to download, start here:
http://www.apple.com/support/downloads/safariupdate132.html

Then get 1.3.1 plus any Security Updates that come up in Software  
Update.
