I agree with the earlier post. that you most likely need a processor  
upgrade not a video card.

A new video card will help the quality and depth of the display,  
depending on the monitor.

But the choppiness and freezes are most likely an overload of the  
processor.

This assumes that you are playing back a local video not a stream from  
somewhere over the internet.

If it is a stream there are a lot of factors that come into play that  
will make a difference.

Even an upgrade to 32 Mb video will make a difference and allow the  
use of quartz extreme.
