You can't find a download of it (legally, at least).
You have to buy it. Try eBay, or here are some sources:

http://lowendmac.com/deals/best-mac-os-x-tiger-prices.html

If you go the eBay route, be careful to get a full retail
version and not install discs for a particular Mac platform.
The seller should also provide all original media and
documentation as well.
