I can't say for sure, but the things I would do are: Repair 
Permissions, run a cleaning utility like Coctail or MacJanitor, clear 
the Java 1.4.2 and 1.3.7 caches (search for  "java settings")

Oh, and you really should upgrade to 10.3.9
