Here are some instructions I saved when I had that problem:

Here is the Spotlight trick that forces Spotlight AND FINDER to re-
index the drives and partitions:

Open: System Preferences > Spotlight

Click the "Privacy" tab.

ADD the icons for any or all of your hard drives and partitions.

Close the Preferences pane.

AGAIN, right away:
Open System Preferences > Spotlight

Click the "Privacy" tab

REMOVE the icons for any or all of your hard drives and partitions.

Close the Preferences pane.

Spotlight will re-index the "any or all" of your hard drives and
partitions that you removed from the list.

Note:
Spotlight will take a long time to re-index everything. Depends on
the quantity of files and folders on your drives and partitions.
Don't be surprised if it takes h o u r s.
Don't be surprised if the Spotlight time counter lies.

Note:
This SpotLight action has a beneficial affect on the Command + F, and
the Find in a Finder window pane.
... Finder was not finding all of the files either.

Note:
Activity Monitor will show that there is a substantial load being
applied to the processor and ram during the re-indexing. This is normal.

During the re-indexing, don't expect your computer to be very snappy
with Pro Applications. Suggestion: Step away from the computer and Do
