Photoshop 7 question about the move tool.

I am currently trying to learn the ins and outs of Photoshop 7.  I am 
in a tutorial that asks me to open two image files.  I am to drag one 
image onto the other image so they both appear in the same window.

When I click on the first image and try to drag it to the second image 
it bounces back. to it's original window.

What am I doing wrong.
