Just a quick follow up on this. I was able to install FrameMaker on a 
computer that does not boot into OS 9. Double-clicking the install icon 
started up Classic. At the end, the installer hung because it needed to 
Restart and couldn't quite manage that correctly. I think it did get 
Classic restarted, but I had to force quit the installer. Frame ran and 
made a PDF of a short test file. I put the machine to sleep for the 
night.

This morning, I started FrameMaker to do a bigger test with a complex 
document. I clicked the Frame icon in the dock and it tried to start up 
Classic again (it was already running). So that process hung and force 
quitting it and Classic and relaunching Finder still did not clear up 
the machine. I had to hold the power button to shut it down.

I don't know if other OS 9 applications will behave differently. This 
is the only one I intend to try. Luckily I got a PDF of my newsletter, 
though it took forever. It seemed like it took longer than it used to 
take in OS 9 on a dual 500. This dual 1.42 should have done it faster.
