No. That's different stuff. 'Optimizing' in this case means pre-binding 
-- i.e. system tries to find shared libraries for binaries and link 
(kind of) them. This helps to speed-up startup of most applications 
because dynamic loader does not need to spend time to find all 
necessary shared libraries.
