He certainly qualifies for the education store (which I think has better
discounts for hardware than the government store), but he also qualifies as
a government employee according to this link:

The government employee price for iLife '04 was cheaper than the education
price, as a previous poster noted. Your husband is in the enviable position
of qualifying for both, and being able to choose which store to purchase
from by lowest price!
