[MacDV] Can video be displayed through a VGA monitor without a computer?

I know this question is not only off-topic but almost "anti-topic", but I couldn't think of a better list to ask it on:

Is there a way to connect an analog video signal such as s-video, composite, or component output from a tape or DVD player to a VGA (or Mac DB-15) ) monitor input without using a computer or something as complicated as a computer? Or are the signals too different for that to be possible?
