[MacDV] photoshop files and layers problem

I cannot seem to get separate layers in a photoshop
file to show up as separate layers when I import 
into Final Cut Express. What am I doing wrong? 
Supposedly the files should import as separate layers 
to aid in animating the layers, etc. How is this done?
