Found a better solution for my needs in the Knowledge Base:

Not an ideal solution, but if you calculate what the first frame would 
be, and set the "Frame to Set" option in Modify>Timecode to "First" 
instead of "Current". It works. Not graceful, but a workaround that's 
not destructive.
