Other OSes may vary. It's whacky, but here's what worked for me. Boot the machine into Mac OS 9 with your Classic's System Folder. Then modify the settings in the Keyboard control panel to fit your taste. When you boot back into X, the fn keys will work, e.g., as DragThing hot keys.
