On 2002/11/30, somebody, presumably Dan Zawadzki, mumbled out of the net:

On 2002/11/30, somebody, presumably Charles J. Thompson, mumbled out
of the net:
>Under OS X 10.2, use the Full Keyboard Access tab of the Keyboard
>Preference under System Preferences. Other OSes may vary.

It's whacky, but here's what worked for me. Boot the machine into Mac
OS 9 with your Classic's System Folder. Then modify the settings in
the Keyboard control panel to fit your taste. When you boot back into
X, the fn keys will work, e.g., as DragThing hot keys.
