You don't need to buy music from the iTunes Music Store to hear AAC - 
stick a CD in your Mac, rip and encode it in the AAC format (you will 
need QT 6.2 for this part), and check it out for yourself. Unless I'm 
mistaken, you should have all the capabilities of iTunes 4 outside the 
US with the exception of the store.
