It is being purchased by grant funds.  The money becomes unencumbered 
the day the order is placed.  It is considered "spent" at that time 
according to the school.  If she paid and got reimbursed, she would 
lose the tax-exempt status the institutional purchase affords her 
(and wouldn't have enough money to buy the machine she wants).  The 
problem is if the money comes back because the order is cancelled. 
She will have to figure out the university's policy before she orders 
it.
