Different repair standards around the world.

So here I am again in Bangkok and the local applecare service center is
telling me they'll have to send a picture of my Titanium's paint bubbling
to Apple Thailand before they can order me a replacement top case. Last
time they involved Apple Thailand they never responded and this time my
window to get this repaired in Thailand is very small but it is possible
if they order the part when they see my machine but they still believe
that they have to send a picture to Apple Thailand which will no doubt
screw up my window to get this fixed. When I was in the UK I rang up Apple
and described the problem. Immediately the guy said that's covered and we
can fix it here. My choice was that I cannot afford to be without my
machine for any period of time and in Bangkok I can get it done on a walk
in providing they've got the part in stock.

Any thoughts on how this matter can be revolved?
