Oh BS. If by "they" you mean Apple, you're dead wrong.

Do you *really* believe Apple doesn't want to sell songs to *everyone*? Have
you given any thought to maybe it's the record labels that aren't allowing
Apple to sell outside the US/ Or maybe the laws are different in Canada?
