Ok, some important points:

Try installing Quark by booting into OS 9 IF nothing else works, as
this may help. I have successfully installed Quark in Classic (in
10.2.etc...), but some programs have refused to install.

There is a driver for the USB dongle (made by Rainbow). Install this.
It is an OS 9 extension. It is supposed to work in Classic.

(Make sure your dongle matches the link! It should, as this is what
Quark recommends.)

Download the free classic draw extension for Quark, as it will refresh
your screen when you switch from OSX to Quark.

(it appears they have added some type of advertising to it. The version
I have doesn't. Not too sure if the newer version is worth it.)

Turn off (or turn on) live scrolling - this helps quite a bit too. I
can't remember if the setting should be on or off.

If you connect to a network, you *may* need to turn off AppleTalk. 10.2
broke something in Classic, rendering Quark's ability to check for
other copies null. This give an error (-115?) that says the network
can't be found.

Try a different USB port. Try plugging the dongle in directly to your
computer - attaching it to a USB hub or keyboard may not always work.
