[Ti] Transparent Dock

Since my 10.3.8 OS was working at glacial speed, I took the 10.3.9 
upgrade as an opportunity to do some maintenance, including a clean 
re-install from 10.3.  Things are back to normal now.

Then one has to do some reinstallation of little utilities, helpers 
and tweaks.....

Every time I do a clean install, I forget how to make the Dock transparent.

The utility Transparent Dock carries out this task.  It is found at:
