[Ti] Must remove battery to charge: TiBook, 500MHz, OSX10.3.9

My MC-G4 BTI battery (www.batterytech.com) will charge about 7% then 
stop.
But if I remove and re-seat the battery it charges again only to stop 
again.
After apx 15 re-seat-ings it will charge all the way up to %100 and 
work as expected with about 3 hours charge.
I've tried resetting the PMU and updating the OS, but the fault seems 
to be with the new battery. BTI of course blames the system.

Any similar experiences or advice?
