Try iScroll2. I believe it is free (donorware). Give it a try, it  
should work. If you like it, donate.

The author says: “iScroll2 is a modified trackpad driver that adds  
two-finger scrolling capabilities to supported pre-2005 PowerBooks  
and iBooks on OS X 10.3. Supported models include aluminum PowerBooks  
introduced from 2003 to 2004 as well as all G4 iBooks"

and he also says:

“Version 0.25e seems to work just fine under 10.4.1 - at least it  
does for me, and for quite a few people that have sent feedback so far”

Whether or not it works under 10.4.4, I couldn’t tell you.
