My ISP, Comcast.net .does have such a program and I have been playing 
with it.
The problem is that when you go to access the site,   its asks for user 
name and pass word, which you obviously have to pre -send via e-mail to 
any user.
I do not want this feature

BTW. I found a program. from Stone Design, that generates .html files 
from . jpeg digital photos.
Works OK
So I am halfway there.

All I need now is a basic web page generation program which then allows 
me to upload the .html
photo files
