Ah, I get what's going on now. These are very important for various 
functions including newbies and people with disabilities, including 
visual impairments, who use voice readers to read them the screen.

Those of us who don't habitually leave the mouse over a command don't 
see this much, but it is very important to some people, and different 
apps use it differently.
