Not possible on Mail.app AFAIK without script help.
Check out Eudora - Composed message is queued for delivery then you
change queue to several delivery options including after specific date
and time.
I switched to Mail.app from Eudora about a year ago mainly to see if
Mail.app would handle my needs. It does.
