This is definitely a preference with Tex-Edit Plus.

If lists allowed html, the list users would drop by about 90%.  A html list would cause the amount of data to grow by a factor of 300-400% and consume everyone's bandwidth, hard drive space, time, etc. And for what? Color and Bolding?
