Safari displays web site in chinese (should be english)

Hello.
www.tigris.org and http://subversion.tigris.org/ have chinese control 
elements on the pages: tabs, edit-text fields and the like. I cannot 
navigate anymore!!!

IE 5.2 shows up in english.

Folks have assured that these pages are displayed in english on other 
OSes like Linux.

I guess its the content-negotiation: Are my settings screwed? I have 
Safari 1.0 v85 with Debug Menue enabled
