Installing classic environment

I have an installation of Jaguar and they need to be able to run an
application in classic mode.  I tried installing OS 9 after the fact
but when I try to run the installer after the cd mounts, I get an
error stating that it could not open the classic preferences.  Next I
tried booting from the OS cd and install from there but the HD does
not appear as a mounted volume.  

Any one have any ideas why this would happen and how to resolve this?
I done this a few times before and it worked no problem and I am not
sure what is different here.
