Property List Editor

I am trying to re-import my IE favorites into Safari. 
I have read in MacWorld that I can double click the
file "com.apple.Safari.plist" and it will open in
Property List Editor.

So such luck.  I cannot find the Property List Editor
anywhere.  Does it really exist?  If so, where?
