Not really. The issue is actually more complex than it appears. (For 
more details, have a look at 
<http://www.osta.org/technology/cdqa.htm>.) Your best bet is probably 
to use a tool such as Roxio Toast, which estimates the speed based on 
the calibration controls provided by the manufacturer in the pregroove; 
it's usually (not always) right.
